Michelle Budzek PortraitManaging Partner, Founder, and Co-Owner of PCL: Michelle oversees the administration of PCL. She currently serves as the manager and primary system administrator of the Sage HMIS Reporting Repository under the HMIS Data Lab for HUD. She designs software functionality and reporting frameworks, oversees the user experience, and provides in-depth data analysis

Michelle has worked with non-profit organizations that provide housing and services to low-income, homeless, and often disabled people for over forty years. She blends a unique perspective of advocacy, policy and regulatory experience, and administrative expertise in the assistance she provides directly to non-profit providers and to HUD as a national technical assistance provider.

For fourteen years, Michelle was the developer and facilitator of the Cincinnati/Hamilton County Continuum of Care (CoC) for the Homeless process. She later spun that work off into a non-profit designed to administer the CoC. Michelle was a founding member and former chairperson of several state and local Coalitions for the Homeless and has served on multiple boards and commissions. Her professional experience also includes the development, fund acquisition, management, and administration of Welcome House of Northern Kentucky. Michelle has also been both a parish organizer and a street/community organizer. She has worked with the Greater Cincinnati community to plan, organize, and effectively change the system, which, as a result, better serves those in need in the community.
